1. Nepal Electricity Authority (NEA), Distribution and Consumer Services Directorate, Planning and Technical Services
Department, Transformer Testing Lab Construction Project invites sealed Bids through International Competitive
Bidding from eligible manufacturer/contractor for the procurement of Design, Manufacture, Supply, Installation,
Testing and Commissioning of Transformer Test Bench at Biratnagar, Butwal and Nepalgunj on turnkey
basis (EPC).
2. The mode of procurement is International Competitive Bidding-Single Stage,Two Envelope Bidding Procedures.
3. Only eligible bidders with the following key qualifications should participate in this bidding:
Minimum Average Annual Turnover of the last consecutive 3 years: US$ 5.5 million
Minimum Work experience of similar size and nature: At least 3 Contracts within the last 5 years, each with
a value of at least US $ 3 million that have been successfully completed.
4. The bidders who choose to submit their bid electronically are requested to visit the e-procurement section of NEA
website http://www.e-nea.org.np .
5. The Bidding Document, may be purchased by interested Bidders from the first date of publication of bid upon
submission of a written application along with the required credencial documents to the address given below
accompanied by a non-refundable fee of Nepalese Rupees 30,000.00 (Nepalese Rupees Thirty Thousand only) or an
equivalent amount in US$ by bank voucher to the NEA Current Account No. 1206101/001-001-524 at Nepal Rastra
Bank, Thapathali, Kathmandu, Nepal toward the cost of bidding document. Upon the request of bidder, the Bidding
Documents can also be sent by post/courier services upon payment of additional fee of US$ 100.00. However, NEA
will not be responsible for delay or non-delivery of the documents so sent. The Bid documents shall be available for
sale up to one day before the last date of Bid submission as specified in Clause 6 hereunder.
6. Bids must be delivered to the address given below at or before 12:00 hours (Nepal Standard Time) on
July 27, 2017. All Bids must be valid for a period of 120 days counting from the day of bid opening accompanied by
a Bid Security in the amount of USD 90,000 or an equivalent amount in a freely convertible currency in the form of
bank guarantee having validity period 30 days beyond the bid validity period. Late Bids shall be rejected. The Bid
Security issued from a foreign bank shall be duly counter guaranteed by any reputed commercial Bank of Nepal. Bids
of technical proposal will be opened in the presence of the Bidder'~s representatives who choose to attend at the
address below on July 27, 2017 at 14:00 hours.
7. In the comparison of Bids, Domestic Preference Scheme will be applied in accordance with the provisions stipulated
in the instruction to the Bidders.
8. If the last date of submission and opening falls on a government holiday then the next working day shall be
considered as the last day. In such a case the Bid Validity and Bid Security Validity shall be recognized with effect
from the original bid submission deadline.
9. NEA reserves the right to accept or reject, wholly or partly any or all the bids without assigning reason, whatsoever.
